Required Documents for Traveling Minors

Enjoy a stress-free trip and prepare your travel essentials and required documents ahead of your flight.
All travelers, including minors, must have their own valid identification document.
For domestic flights, passengers under 13 years of age must be accompanied by an adult traveling in the same class of service. On international flights, this rule applies to passengers under 14 years of age. If a parent is also a minor, proof of parental responsibility is required.
Minors aged 14–17 on domestic flights, and 15–17 on international or intercontinental flights, may travel unaccompanied.

  • For minors in possession of an Italian ID card/passport, they are required to show one of the documents mentioned in the Presidential Decree 445/2000.
  • Minors holding a document from another nationality must check the Italian Embassy or Consulate website to determine which documents are required.

For minors with an Italian passport, it is necessary to have one of the following documents:

If the traveler is under 14 years of age, they must carry a valid identification document (identity card, passport, or travel pass) and be accompanied by an adult. Specific legal requirements apply depending on the type of guardian accompanying the minor:

  • Minor accompanied by a parent or legal guardian: The names of the parents or guardians traveling with the minor must appear on the identification document presented. If not, a birth certificate or family status certificate must also be provided to confirm maternity or paternity.
  • Minor accompanied by an adult without parental responsibility or legal guardianship: For Italian minors up to 13 years of age, traveling outside their place of residence requires a Declaration of Accompaniment (a document issued by the State Police), signed by the parents or legal guardian. The declaration must be validated by the Police Headquarters (or, abroad, by an Italian Consulate or Embassy).

This document must include the name of the person entrusted with the minor or, if the child is traveling alone, the name of the airline responsible for their care. The Declaration of Accompaniment may be issued as a paper document or entered directly on the minor’s passport. In both cases, the request must be submitted to the Police Headquarters, which will either issue a certificate or stamp the declaration in the passport.

If the minor is part of a school group or study trip, the name of the person accompanying the group or the name of the institution/organization that organized the trip must be indicated in the Accompanying Person Declaration.

For minors with documents of another nationality (not Italian), it is necessary to check on the website of the Embassy or Consulate of their destination country.
